Quick explanation
Reionization was an epoch in the early history of the Universe, about half a billion years after the Big Bang, where the Universe went from being mainly neutral to mainly ionized, i.e. most atoms were separated into protons and electrons.
Reionization was a "cosmological event" in the sense that it took place in all of the Universe at once (though it did take a few hundred million years).
